Poland Sports Betting Market 2025 in Numbers: Ministry of Finance Data
How big is Poland’s legal sports betting market? This page puts in one place the figures that reporters ask for most: turnover, tax, the number of licensed entities, betting shops and the grey market. Every number comes from Polish Ministry of Finance (MF) documents, and next to each one we give the page and table we read it from. We cover mutual wagering (sports betting) only; other segments of the gambling market are not discussed.
Updated: 6 October 2026. Data for 2025 from the MF report published in 2026; the register of entities is as of 5 October 2026 (version 104.0). The dataset as CSV: download data (CSV). The Polish original of this page is Rynek zakładów bukmacherskich w Polsce 2025 w liczbach.

Amounts are in PLN millions to one decimal, following the MF tables (the originals are in PLN thousands; full precision is in the CSV file). Changes marked “(MF)” are copied from the report; the others we calculated ourselves from the figures in the tables. Turnover is the “przychody” (revenue) line in the MF tables; what that means is explained in the last question on this page.

How big was the Polish sports betting market in 2025?
Licensed bookmakers’ turnover (stakes) in Poland was PLN 18.75bn in 2025, up 14.2% from PLN 16.42bn in 2024. The Ministry of Finance (MF) labels this line “przychody” (revenue); our calculations show it is stakes, not profit.
In 2023 turnover was PLN 13.81bn and in 2024 PLN 16.42bn (MF reports growth of 18.9%). Source for 2025: the MF report “Informacja o realizacji ustawy o grach hazardowych w roku 2025” (Information on the implementation of the Gambling Act in 2025), p. 16, table “Przychody z gier hazardowych i ich struktura w podziale na rodzaje gier” (Revenue from gambling and its structure by type of game), row “Zakłady wzajemne” (mutual wagering, i.e. sports betting). The 2023 values come from the equivalent table in the report for 2024 (p. 16).
How many licensed bookmakers are there in Poland?
The MF register of 5 October 2026 lists 17 entities and 18 domains. According to MF reports, 21 entities offered betting in 2023, 19 in 2024 and 17 in 2025.
Two domains on the register, pzbuk.pl and comeon.pl, belong to a single entity (Cherry Online Polska Sp. z o.o.), which is why 17 entities have 18 domains. The register shows the position today, while the MF reports count the entities that offered betting during a given year, so these are two different measures.1 For the bookmakers we review, see licensed bookmakers in Poland; the full list of entities with KRS numbers and domains is on our Polish-language page dane licencyjne bukmacherów (licence data), and legal vs illegal bookmakers explains how to tell a licensed operator from an unlicensed one. How much betting tax did bookmakers in Poland declare for 2025?
Betting tax declared for 2025 was PLN 2.25bn, up 15.1% from PLN 1.95bn in 2024. Online operators accounted for PLN 2.10bn and betting shops for PLN 0.15bn.
This is tax declared by taxpayers in their returns, not receipts paid into the state budget. It was PLN 1.63bn for 2023 and PLN 1.95bn for 2024 (MF reports growth of 20.1%). Measured against turnover, that is 11.8% in 2023, 11.9% in 2024 and 12.0% in 2025, which is the rate of the tax on stakes (12%). How the tax feeds into the odds a bet actually pays at is explained in Poland’s 12% betting tax. What share of Poland’s betting market is online?
Online accounts for PLN 17.49bn, or 93.3% of 2025 turnover (our calculation from MF data), up from 90.0% in 2023. Betting shops took PLN 1.25bn, 16.7% less than a year earlier.
Online grew by 17.3% in 2025 (MF) while betting shops shrank by 16.7% (MF). Tax follows a similar pattern: of the PLN 2.25bn of declared tax, PLN 2.10bn is paid by online operators. The full comparison of the two segments since 2023 is in the second table at the top of the page. Source: MF report for 2025, p. 16 (turnover) and p. 18 (tax).
How many betting shops are left in Poland?
At the end of 2025 permits covered 1,117 betting shops, 195 fewer than a year earlier (1,312), a fall of 14.9% (our calculation). Only 5 entities ran shops in 2025.
At the start of 2024 permits covered 1,320 points, at the end of 2024 1,312, and at the end of 2025 1,117.2 According to MF, the fall in 2025 was driven by two permits withdrawn in full (one entity never started operating, the other gave up) and by the surrender of some individual points. At the end of 2025 there were 21 permits for shop operations and 18 permits for online betting. Source: MF report for 2025, p. 12 (description of permits), pp. 14–15 (tables); report for 2024, pp. 12 and 14.
How big is Poland’s online betting grey market?
MF estimates, using H2 Gambling Capital data, that the grey market was 22.0% of Poland’s online betting market by GGR in 2025, down from 34.0% in 2018. The EU average for 2025 is 28.4%.
| Year | Grey market in Poland (share of GGR) | EU average | Difference |
|---|---|---|---|
| 2018 | 34.0% | 37.5% | −3.5 pp |
| 2023 | 23.3% | 29.0% | −5.7 pp |
| 2024 | 22.7% | 28.6% | −5.9 pp |
| 2025 | 22.0% | 28.4% | −6.4 pp |
This is an estimate, not a measurement: MF bases it entirely on data from the independent firm H2 Gambling Capital and expresses it as a share of GGR (gross gaming revenue: stakes minus winnings paid out), not of stakes. It covers the online market only and cannot be compared directly with the turnover amounts on this page. We quote only the rows for online mutual wagering; we do not name or link unlicensed operators. Source: MF communiqué “Udział szarej strefy online w zakresie GGR na polskim rynku gier hazardowych na tle państw UE w latach 2018–2025” (Online grey-market share of GGR in Poland’s gambling market compared with EU countries, 2018–2025), published 12.06.2026 (H2 data as of 4.06.2026), table 1, rows “Szara strefa w Polsce w zakładach wzajemnych online” (Grey market in Poland in online mutual wagering) and “Średnia UE szarej strefy w zakładach wzajemnych” (EU average grey market in mutual wagering). Is the turnover figure the bookmakers’ revenue or profit?
No. The 12% betting tax equals 12.0% of PLN 18.75bn, so the figure is stakes. Operator profit (GGR) is only part of that sum, as the rest returns to players; MF does not report GGR for betting alone.
In its tables on the structure of the market, MF uses the label “przychody z gier” (revenue from gambling); for mutual wagering this is the line on which the tax comes to 12.0%. We therefore call it turnover (stakes), and never GGR or bookmaker revenue. That is our interpretation of MF’s figures, not a term used in the report. In the report for 2025, players’ winnings are given only for all games combined (p. 16), so GGR for betting alone cannot be calculated from it. For the tax itself: Poland taxes mutual wagering at 12% of stakes, not of GGR, which is why the declared tax comes out at about 12% of turnover; the mechanism is explained in Poland’s 12% betting tax.
Key terms
- Mutual wagering (zakłady wzajemne): the legal category covering sports betting and similar bets against a bookmaker; the only segment covered here.
- Turnover (stakes): the total amount staked. MF calls this line “przychody” (revenue); we never call it revenue or GGR.
- GGR (gross gaming revenue): stakes minus winnings paid to players; the measure used for the grey-market estimate.
- Declared tax: gaming tax declared by operators in their returns; not the same as cash received by the state budget.
- Grey market: online betting offered to players in Poland without a Polish permit. The figures are an MF estimate based on H2 Gambling Capital data.
How we count, and what we do not count
- We read every number from the tables in the PDF files, not from media summaries. Where the text of a report and its table differ, we use the table and describe the difference in the notes.
- Percentage changes marked “(MF)” are copied from the report. Everything marked “our calculation” was computed from the amounts in the tables and rounded to one decimal place.
- We cover mutual wagering only; other segments of the market are not counted or compared with these data.
- We do not name or link unlicensed operators, and the grey-market figures are an MF estimate, not our measurement.
- “Today” means the MF register in version 104.0 (5 October 2026); figures for a given year come from the MF reports for 2024 and 2025.
Notes
- The MF report for 2025 gives two figures: in the introduction (p. 5) “18 entities holding permits” at 31 December 2025, and in the indicators table (p. 14) 17 entities offering mutual wagering in 2025. MF does not explain the difference. In the tables we use 17 (entities active during the year), and for “today” we use the register: 17 entities and 18 domains.
- The table on p. 15 of the 2025 report gives a change of “−12.5%” for betting shops, but the numbers in the same table (1,312 and 1,117) give −14.9%, and the text beside it speaks of a fall of 195 points. We use the absolute numbers. Similarly, in the 2024 report (p. 16) the change in betting-shop turnover 2024/2023 is printed as 0.3%, while the amounts in the table give +8.4%, so we do not copy the 2024 changes.
- MF calls this line “przychody z gier” (revenue from gambling). For mutual wagering it corresponds in practice to the amount of stakes (see the question on bookmaker profit); it is not GGR or operator revenue.
