Bookmaker Ranking 2026 — Licensed Operators Compared

On this page

Looking for the best licensed bookmaker in Poland? This ranking covers only operators holding a permit from the Minister of Finance — the sole entities allowed to legally accept online bets from players in Poland. We rate every operator against transparent criteria: licence and safety, betting offer and odds, bonuses, and app and customer support. Below you’ll find not just the table itself, but an explanation of how we arrive at each rating, exactly what separates the top of the ranking from the bottom, and how the ranking changes over time as operators update their offers. Updated: October 2026.

Licensed Bookmaker Ranking 2026 — Full Comparison with Ratings

The table below shows the overall editorial rating (0–10) of every licensed operator. The data comes directly from our reviews, so the table and the reviews never drift apart. Ratings are editorial and independent — no operator has paid for its place in the ranking. Click a bookmaker’s name to go to the full review.

The editorial score (0–10 scale) is our overall assessment from the operator review and updates with it. We do not publish per-criterion scores until each has a stated source and check date.

Ratings are editorial and come from our published reviews. All operators hold a permit from the Minister of Finance. Full reviews are available in our licensed bookmakers list. Always check current bonuses and terms directly with the operator. 18+. Play responsibly.

eToto, Traf and Betsport — the Newest Licensed Operators

eToto, Traf and Betsport are already fully included in the table above, each holding a permit from the Minister of Finance. Each has an editorial score in the table. Details in the eToto, Traf and Betsport reviews.

What Did We Assess? Ranking Methodology

We rate every operator against the same criteria. The overall score is our editorial assessment across these criteria. Keeping the criteria fixed is what makes ratings comparable between bookmakers and between successive updates:

  • Licence and safety — a current permit from the Minister of Finance, how identity is verified, protection of player funds, and the responsible-gambling tools on offer (deposit limits, time-outs, self-exclusion). Without a valid licence nothing else matters — you can check it in our bookmaker licence data.
  • Betting offer and odds — the breadth of the offer, the number of markets per match, and the bookmaker’s margin on the same events compared across operators. A difference of just a few percentage points in margin affects every bet slip you place, not only the first one — read more in our article on bookmaker margin.
  • Bonuses and promotions — the welcome bonus, its wagering requirement (or lack of one), and how regularly promotions are offered to existing players. We rate a smaller bonus that’s realistically achievable higher than a large one with an unreachable wagering requirement.
  • Mobile app and customer support — whether an Android and iOS app is available, how stable it is, live betting inside the app, and the quality and speed of customer support. You’ll find a dedicated comparison in our betting app ranking.

These are the same criteria we set out on our how we rate bookmakers page — you’ll also find there who is responsible for the ratings and how often we update them. The overall rating shown in the table above is a stored editorial assessment, not the result of an automatically reproducible formula. Payments and payouts (available deposit and withdrawal methods, limits and the real-world waiting time for a transfer) are described in every review but are not part of the score (more detail in our articles on bookmaker payment methods and fast payouts). We do not publish per-criterion scores for now — we will show them once each one has a stated source and check date.

What Separates the Top of the Ranking from the Bottom

A bookmaker’s position in the table comes solely from its editorial score (0–10), which we justify in each operator’s review.

The middle of the table (places 5–10, ratings 7.8–8.3/10) is a group of operators very close to each other on overall score but different in profile: LV BET and BETFAN lean on promotions and Polish sport, AdmiralBet has a more modest bonus offer. Within this group the gaps between positions are small enough that your choice should sensibly depend on which criterion matters most to you, rather than on the table position alone.

Why It’s Worth Comparing More Than One Bookmaker

Opening an account with several licensed operators at once is fully permitted and common among experienced players — each bookmaker sets its own odds independently, so you can find noticeably different values for the same match. On top of that, some operators specialise in particular sports: BETFAN and Forbet lean heavily on speedway and Polish football, TOTALbet stands out for its combat-sports offer (KSW), and LV BET is building out its esports section. Rather than looking for one universal winner, it’s worth treating this ranking as a starting point and picking 2–3 accounts to match your own priorities — say, one operator for football and another for BLIK payments. Splitting your betting across several accounts also makes it easier to take advantage of further welcome bonuses which, unlike promotions for existing players, are only available once per new account.

How the Ranking Changes Over Time

This ranking isn’t fixed for good the moment a review is first published. We work from operators’ public pages and terms and the Ministry of Finance register, and our reviews state when we checked — we update ratings periodically, in response to real changes in a given operator’s offer, rather than on a fixed schedule. That’s one reason the same operator can move position over time: a new app version, a change to bonus terms or longer payout times can all change the editorial score. Any affiliate relationship — where one exists — never affects the rating or the table order. You’ll find the full rules, rating scale and limitations of our methodology on our how we rate bookmakers page.

Do I Need to Register to Check the Odds?

No — pre-match odds are visible without logging in on every licensed bookmaker’s site. You only need a verified account once you want to place a bet. Keep in mind that every licensed operator in Poland requires identity verification (KYC) under the requirements of the Gambling Act — don’t trust a site that promises betting “without verification”. That’s a signal you’re dealing with an operator outside the MF register.

How to Choose the Right Bookmaker for You

The right choice depends on what you’re looking for. Use our “best bookmaker” guide, which names a winner for every use case. If mobile payments matter to you, check which bookmakers support BLIK, and if waiting time for your winnings is the priority, see our ranking by payout speed. If you’re just starting to bet, read our guide for beginners — it points to operators with the simplest sign-up process and the clearest rules, without unnecessary jargon. The full list with reviews is available in our licensed bookmakers list, and you can verify each operator’s licence status yourself in our bookmaker licence data — worth doing especially before your first deposit with an operator you haven’t heard of before.

Illegal Bookmakers — What to Avoid

Offshore sites without an MF permit are still active in the Polish market, and they still target their advertising at Polish players — often tempting them with higher odds or unlimited bonuses that a licensed operator could never offer. Betting with them is illegal and risky: the operator has no obligation to pay out winnings, is subject to no oversight in Poland, and the player can face fiscal-penal liability. None of the 17 bookmakers in our ranking has this problem — every one of them has been verified against the gov.pl/web/finanse/legalny-hazard register. We cover the differences between the legal and illegal market in detail, including how to spot an unlicensed bookmaker from specific warning signs, in our article on legal vs. illegal bookmakers. Stick to licensed operators with an MF permit — it’s the only reliable way to actually get your winnings paid out.

Frequently Asked Questions

Which bookmakers hold a Ministry of Finance licence?

As of September 2026, our ranking includes operators holding a permit from the Minister of Finance to accept online bets: STS, Fortuna, Superbet, Betclic, LV BET, BETFAN, ComeOn, AdmiralBet, PZBUK, Lebull, Forbet, Betters, Fuksiarz, TOTALbet, Traf, Betsport and eToto — 17 operators in our ranking in total. You’ll find the full, current list on the gov.pl/web/finanse/legalny-hazard portal.

Read our in-depth Lebull review for the full rating breakdown.

Read our in-depth Betclic review for the full rating breakdown.

How can I check whether a bookmaker is legal in Poland?

The most reliable way is to look up the operator on the list of entities holding a permit from the Minister of Finance, available on the gov.pl/web/finanse/legalny-hazard site. Licensed bookmakers are also required to display their MF permit number in the site footer. You can also check our licensed bookmakers list and our licence data comparison.

Which licensed bookmaker has the best odds?

Margins and odds change from event to event, so we do not name a single bookmaker with the highest odds. Odds change match by match — it’s worth comparing them across several operators right before you place a bet.

Which bookmaker has the best no-wagering bonus?

Wagering requirements vary by operator and are revised from time to time — check the current terms of the welcome promotion directly with the operator (e.g. Fuksiarz, ComeOn, PZBUK) before you register.

Does the ranking already include eToto?

Yes — eToto is already fully included in the table above, with an editorial score. Details in the eToto review.

What are the penalties for betting with an illegal bookmaker?

Under Article 107 of the Fiscal Penal Code, a player can be fined. An illegal operator doesn’t remit gambling tax on the player’s behalf, which can leave you responsible for declaring your winnings yourself. Only ever play with operators holding an MF licence — they protect your funds and handle the gambling tax for you. More in our article on legal vs. illegal bookmakers.
