Licensed bookmakers in Poland 2026 – ranking and list

Licensed bookmakers in Poland are operators who have obtained a permit from the Ministry of Finance to organise betting over the internet. Only they can legally accept bets from players in Poland; they verify users’ age, apply responsible gambling tools, and pay gaming tax. Below you will find our current ranking (as of June 2026).

If you open an account through our link, we may receive a commission — this does not affect the ranking order or our ratings. We present only bookmakers licensed by the Ministry of Finance. 18+.

How many bookmakers are licensed in Poland?

According to the Ministry of Finance register at gov.pl/web/finanse/legalny-hazard (version 104.0 of 05.10.2026), 17 entities running 18 brands hold a permit for online sports betting (Cherry Online Polska runs both PZBUK and ComeOn). We review 17 of those brands; the only licensed brand we have not reviewed yet is Wett Arena, which we’re also holding back for a separate reason: an archived copy of its own site from 2025-10-16 shows a notice that it suspended operations, independently reported by Polish trade press on 2025-07-30, and we haven’t been able to verify its current status since — see the full licence data page for details. Being on the register is still a fact, but it isn’t evidence that the brand is currently accepting bets.

For turnover, declared tax and how the number of licensed entities fell from 21 in 2023 to 17 in 2025, see Poland Sports Betting Market 2025 in Numbers.

How do I check if a bookmaker is licensed in Poland?

Check the Ministry of Finance's own register at gov.pl/web/finanse/legalny-hazard, table "Legalne podmioty na rynku zakładów wzajemnych" — not hazard.mf.gov.pl, which is a different, unrelated blacklist.

Is it legal to bet with a licensed bookmaker in Poland?

Yes. Betting with any operator on the Ministry of Finance register is fully legal in Poland.

What happens if I bet with an unlicensed bookmaker?

Promoting or using unlicensed/offshore operators carries legal risk under Polish gambling law; we only cover and recommend MF-licensed bookmakers.

How we rate — assessment criteria

We assess bookmakers using one methodology. The criteria we take into account:

  • Licence and security
  • Betting offer and odds
  • Bonuses and promotions
  • Mobile app
  • Customer support

The overall score is our editorial assessment across these criteria. Payments and withdrawals are described in each review but are not part of the score.

We publish only the editorial score (0–10). Per-criterion scores are not shown until each one has a stated source and check date.

Licensed bookmakers in Poland — overview of 17 operators in our ranking

Each of the operators below appears on this site’s list of licensed bookmakers and holds a permit from the Minister of Finance to organise online betting (Ministry of Finance ‘Legalny hazard’ list, version 104.0 of 05.10.2026, read 16.10.2026). Below is a brief profile of each — what makes them stand out, what markets they offer, and what their app and payments look like. A licensed bookmaker whose Ministry of Finance permit has already been extended once, though a less recognised brand than the top of our ranking. The offer focuses on football (including the Ekstraklasa) and combat sports, including MMA and KSW, alongside tennis, basketball and volleyball. A mobile app is available for Android and iOS, and new players can count on a welcome freebet. We have not independently tested payment methods or withdrawal processing times — check these in the operator’s client panel before opening an account.

Traf (PL)

A licensed bookmaker with a longer registration history than some newer entrants to the Polish market. Publicly available materials point to combat sports (MMA) in the offer, alongside standard football coverage. The site offers new players a welcome bonus and a responsive mobile browser version — we could not confirm a native app. We have not independently tested payment methods or withdrawal processing times — check these directly at trafonline.pl before opening an account.

How to choose a bookmaker that suits you

All the operators above are legal and safe in the sense that they operate under the supervision of the Minister of Finance. However, they differ in how much of your money remains on the player’s side, how quickly you get your withdrawal, and whether the offer matches the sports you bet on. Here is what to look for.

Odds and bookmaker margin

The margin (also known as overround) is the difference between the sum of the probabilities implied by the odds and 100% — if the sum of the ‘overround’ probabilities is, say, 106%, then in theory about 6% of the stake stays with the bookmaker regardless of the outcome. The lower the margin on a given offer, the more is returned to players in the long run. Margins can vary between bookmakers and between sports at the same operator — so before betting a larger amount, it is worth comparing the odds for the same match at two or three licensed bookmakers, rather than assuming they are all the same.

Depth of the offer and live betting

If you mainly bet on the Ekstraklasa and the national team, what matters most is coverage of Polish competitions. If you also bet on niche leagues, esports or speedway, check whether the bookmaker actually offers them — not everyone has a full network of markets for sports other than football. Live betting with rapidly updated odds is standard today, but the depth of the live offer (the number of markets available during a match) still varies between operators. If you are new to markets such as 1X2 or over/under, our guide to the types of sports bets explains each one in plain language.

Bonus terms — what to watch out for

A welcome bonus sounds attractive in advertising, but what you actually get out of it depends on the terms and conditions. Before you decide, check: the wagering requirement (how many times the bonus amount must be wagered before it can be withdrawn), the deadline to meet the conditions (the shorter it is, the harder it is), the minimum permitted odds on qualifying bets, and whether the bonus is paid immediately in cash (like cashback with no wagering) or as a free bet to be used on the next bet. An operator with a lower bonus but no wagering requirement can actually be more favourable than an operator with a higher bonus and demanding conditions.

Withdrawals and payment methods

Superbet, AdmiralBet and LV BET, among others, list BLIK and Przelewy24 (the operators’ own descriptions, read 16.10.2026); other operators may also offer payment cards, e-wallets or Apple Pay/Google Pay. Available methods and withdrawal processing times depend on the operator and the method — check them in the operator’s cashier and terms. Always check the current withdrawal terms on the operator’s website — that is the only binding source.

Customer service and mobile app

Polish‑language customer service (live chat, phone, email) and a stable mobile app for Android and iOS are part of everyday account usage, not just an extra. When choosing, it is worth checking reviews about support response times and the app’s stability during major sporting events when traffic on the site is highest.

What is a licensed bookmaker?

A licensed bookmaker is a company that has obtained a permit from the Minister of Finance to organise betting and operates exclusively on internet domains indicated in that permit. The legal basis is the Act of 19 November 2009 on Gambling, which defines betting as a game for cash or prizes involving predicting the outcomes of human or animal sports competition or the occurrence of various events. The betting permit is issued by the Minister of Finance for a period of 6 years (Art. 49(2) of the Gambling Act) and may be extended once for a further 6 years (Art. 49(5) of that Act). A licensed operator is obliged, among other things, to verify the age and identity of players (Art. 27(2) and 15i(1)(2) of the Gambling Act; Art. 34(1)(1) and 39(1) of the Anti-Money Laundering Act), apply responsible gambling terms with mechanisms for controlling player activity (Art. 15i(1)(4) of the Gambling Act, Dz.U. 2025 item 595), and pay gaming tax (Art. 71(1), 73(1)(4) and 74(7) of the Gambling Act). The official and binding list is maintained by the Ministry of Finance at gov.pl/web/finanse/legalny-hazard.

How to verify a bookmaker’s licence step by step

Verifying a licence takes literally a moment and is worth doing before opening an account with an operator you do not know from our ranking.

  1. Check the permit number in the operator’s terms and conditions. The responsible-gambling terms must include information about the entity and its contact details, and about the permit — its scope, validity period and issuing authority (Art. 15i(1)(1)(a)–(b) of that Act); check these details in the operator’s terms. Their absence is a warning sign.
  2. Check that the domain is NOT on the register of prohibited domains. The Ministry of Finance maintains a public register of domains used to offer gambling contrary to the Act at hazard.mf.gov.pl — Polish internet providers are obliged to block access to addresses entered there. A domain’s presence on this register clearly means the operator is operating illegally.
  3. Check the full list of licensed operators in our compilation. We have collected the permit numbers we have confirmed for the 17 licensed bookmakers present in our ranking on the full licence data page — it is a simple way to compare the operator name with the actual permit.
  4. Pay attention to Polish formal requirements. An operator with a Minister of Finance permit verifies the player’s age (18+; Art. 27(2) and 15i(1)(2) of the Gambling Act) and identity (Art. 34(1)(1) and 39(1) of the Anti-Money Laundering Act), and its responsible-gambling terms must include mechanisms for controlling player activity (Art. 15i(1)(4) of the Gambling Act). Practical pointers also include a Polish-language site and information about gaming tax; the absence of age and identity verification is another sign that you are dealing with an operator outside the Polish licensing system.

How to recognise a licensed bookmaker?

Check whether the operator appears on the MF list (Ministry of Finance ‘Legalny hazard’ list, version 104.0) and what its terms say about identity and age verification, tax and responsible gambling. The absence of these elements is a sign that you are dealing with an illegal, foreign service — we do not promote those. In practice, it is enough to watch for a short checklist: company name and permit number in the T&Cs, a Polish‑language site, a clearly described account verification process (KYC), visible 18+ information and links to responsible gambling tools, and no mention whatsoever of an online casino, slots or poker for money — these products in Poland are offered exclusively by the state monopoly, never by a private bookmaker accepting bets.

Tax on winnings

With licensed bookmakers, tax issues are regulated in accordance with Polish law, but in practice two different taxes are involved — one paid by the bookmaker, the other (sometimes) by the player.

Turnover tax of 12% — paid by the bookmaker

According to the Gambling Act, betting is subject to a gaming tax of 12% of the tax base, which is the total amount of stakes paid — so the tax is levied on every bet placed, regardless of whether the bet wins or loses. The taxpayer is formally the bookmaker, but in practice the tax is taken from the stake – 88% of the amount actually goes into play. Illustrative example: if a player stakes PLN 100 on a bet, PLN 12 (12%) is paid as gaming tax — regardless of the outcome of the bet.

Income tax of 10% on high winnings — sometimes paid by the player

A separate matter is the income tax on the player’s own winnings. Each single win up to PLN 2,280 is exempt from this tax (Art. 21(1)(6a)(a) and 30(1)(2) of the Personal Income Tax Act, Dz.U. 2026 item 592). If a single win exceeds this threshold, the whole win is subject to a flat‑rate tax of 10%, not only the amount above the threshold. Importantly for practice: the licensed bookmaker, as the payer, withholds this tax automatically and remits it to the tax office — the payout reaches the player after the tax is withheld (Art. 41(4) of the Polish Personal Income Tax Act); this income is not combined with income taxed under the standard tax scale (Art. 30(8)). Illustrative example: for a single win of PLN 3,000, the tax is 10% of the whole amount, i.e. PLN 300, and the bookmaker pays the remaining PLN 2,700 directly to the player’s account. The example assumes the operator credits the win in full, PLN 3,000 (the tax is charged on the whole win, with no deduction for the stake). If the operator credits the win after a 0.88 factor, as STS describes on its help page, the credited win is PLN 2,640 (3,000 × 0.88), the tax is PLN 264 and PLN 2,376 reaches the account. This is a significant difference compared to illegal, foreign services that do not remit any of these taxes in Poland and provide no guarantee of settlement.

Safety and responsible gambling

Even with a licensed operator, sports betting remains an entertainment with financial risk and carries a risk of addiction — therefore the responsible-gambling terms of every licensed operator must provide for mechanisms for controlling player activity (Art. 15i(1)(4) of that Act), and the site is intended exclusively for adults (18+).

  • Limits. An operator may offer its own deposit, bet or time limits on your account — check what is available in its terms and account settings; it is worth using them preventively, before they become necessary.
  • Self‑exclusion. If you want to block yourself from playing for a while, check in the operator’s terms and account settings which break or account-closure options it offers. If you feel you are losing control over gambling, help is available from the National Centre for Addiction Prevention (KCPU) at uzaleznieniabehawioralne.pl (Polish-language helpline 801 889 880, daily 17:00–22:00; as of 16.10.2026).
  • Help in a crisis. If gambling stops being fun, you can contact the nationwide telephone helpline for people experiencing an emotional crisis on 116 123 (open 24 hours) or look for behavioural addiction treatment centres in your city.
  • Always 18+. Registration with a licensed bookmaker requires confirmation of age and identity — the operator must verify the client’s identity (Art. 34(1)(1) and 39(1) of the Anti-Money Laundering Act, Dz.U. 2025 item 644), so this is not an option.

Licensed vs. illegal bookmakers — why it matters

An operator without a permit from the Minister of Finance, even if it has a nice‑looking site and looks professional, operates illegally in Poland — regardless of whether it holds a licence issued in another country. A bookmaker without a Minister of Finance permit is not subject to Polish supervision, so nothing guarantees that it will verify age and identity, provide responsible gambling tools or remit gaming tax in Poland, and in the event of a dispute (e.g. about unpaid funds) the player has no real way to pursue claims before a Polish authority or court. Organising gambling without a permit is a fiscal crime in Poland under Article 107 of the Penal Fiscal Code, punishable by a fine or imprisonment. The same provision (Art. 107 § 2 of the Penal Fiscal Code) also imposes liability on a person who, within Polish territory, participates in a foreign gambling game organised contrary to Polish law — therefore using the offer of an illegal, foreign bookmaker is not only a financial risk (no protection of deposited funds) but also a legal risk for the player. That is why this site presents only operators with a valid permit from the Minister of Finance.

Frequently Asked Questions (FAQ)

Which bookmakers are legal in Poland?

All operators with a licence from the Ministry of Finance, including STS, Superbet, Fortuna, Betclic, LV BET, BETFAN, AdmiralBet, ComeOn, Lebull, PZBUK, Forbet, Fuksiarz, Betters, TOTALbet and eToto (Ministry of Finance ‘Legalny hazard’ list, version 104.0). The full, binding list is maintained by the Ministry of Finance; the individual permit numbers can be found in our licence data compilation.

Is betting with a foreign bookmaker legal?

No. Using operators without an MF licence is illegal in Poland and carries legal risk for the organiser, and under Art. 107 § 2 of the Penal Fiscal Code also for the participant in a foreign gambling game. Therefore we present only licensed bookmakers.

How many licensed bookmakers are there in Poland?

In our ranking we thoroughly assess 17 licensed operators currently active on the Polish market. The full and binding list of all entities with permits is maintained by the Ministry of Finance.

Do licensed foreign bookmakers operate in Poland?

Foreign operators without a Polish MF permit are illegal in Poland. However, some licensed bookmakers are international brands (e.g. Betclic or Superbet) that have obtained a Polish licence from the Ministry of Finance — and we present only those.

What are licensed sports betting?

Licensed sports betting is betting accepted by an operator with a permit from the Minister of Finance, in accordance with the Gambling Act (Art. 6(3) of that Act). It provides player protection, age verification and proper settlement of gaming tax.

How to check if a bookmaker is legal in Poland?

Check the permit number in the operator’s terms and conditions, make sure the domain does not appear on the register of prohibited domains at hazard.mf.gov.pl, and compare the name with the verified list in our licence data compilation.

Do I have to pay tax on winnings at a licensed bookmaker?

The bookmaker withholds and remits the taxes on a coupon as the payer. Winnings up to PLN 2,280 per single bet are tax‑free; if a single win exceeds this threshold, the bookmaker automatically withholds 10% income tax on the whole win and forwards it to the tax office, so the payout reaches your account already settled. Separately, regardless of the outcome of the bet, the bookmaker pays a 12% turnover tax on every stake — the tax is taken from the stake, so 88% of the amount actually goes into play.

What is the bookmaker’s margin and why does it matter?

The margin (overround) is the excess of the sum of “overround” implied probabilities above 100%, which in theory the bookmaker keeps regardless of the outcome. The lower the margin on a given offer, the more of the stakes returns to players in the long run — so it is worth comparing odds for the same match at several licensed bookmakers.

Which payment methods can I use to deposit and withdraw?

BLIK and Przelewy24 are listed by Superbet, AdmiralBet and LV BET, among others (the operators’ own descriptions, read 16.10.2026); check the other methods in the given bookmaker’s cashier. The withdrawal time depends on the operator and method; current timeframes and limits are always stated in the respective bookmaker’s terms and conditions.

What distinguishes a good welcome bonus from a poor one?

The key is the terms and conditions, not just the amount: a high wagering requirement, a short deadline to meet it, and a low maximum odds on qualifying bets can make a seemingly large bonus difficult to actually use. Offers with no wagering requirement (e.g. cashback paid immediately) can be genuinely more beneficial than a higher bonus with demanding conditions.

Can I self‑exclude from gambling if I lose control?

Yes. Limits and break or account-closure options, where the operator offers them, can be found in its terms and account settings. In urgent need of support, you can also call the 24‑hour helpline on 116 123.

Does a licensed bookmaker also offer an online casino?

It should not — in Poland, online casinos, slots and cash‑poker remain a state monopoly (Totalizator Sportowy) and are not a legal offer for private bookmakers accepting bets. If a service claiming to be a bookmaker offers such products outside this monopoly, it is a warning sign.
